Rain is very bright

How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? run a rain stage in, say, Rally Chili Bio Bio
What happens when the bug occurs? When the car's headlights are on, rain just shows up as white streaks.
What do you expect to see? For raindrops not to be highlighted as if they're solid, reflective surfaces.

I've attached two screenshots: Rain1.jpg is with the headlights on, rain2.jpg is with the headlights off. a car's headlights really shouldn't be able to suddenly make transperant droplets of water shine like that.
