If it cannot be removed completely, then you need to at least strive for near total consistency between the exterior and interior views throughout the whole game, not just a couple of locations that are the most extreme examples.
If anything, some of the more tinted windshield should decrease the blinding brightness of some stages, but since this effect is wholly unnatural and unrealistic, it still goes the other way and ramps it all up. Even after the patch, it's still busted.
You have to actually give it time to settle when going back and forth and comparing the visuals from outside then in. It takes a few moments for the unrealistic exposure to fully ramp up once behind the glass. I can't imagine just rushing this fix was the cause, but something pretty simple slipped through or went unnoticed by whomever attempted to apply those tweaks in 1.3.0, but then they also didn't seem to know or care that it was an issue in every location, not just glaringly obvious ones talked about the most.
I’m going to take some photo’s to show it isn’t only affecting the tracks but also in the menu’s. I’m going to show some HDR-off and HDR-on differences. Later…..

The overexposure in Sweden seems to have been toned down, I can actually see the track in the snow now, it's been improved. But it seems the Acropolis Rally (Greece) has gone backwards, it is difficult to see the track when brightness is at 50 (the default). I do not have HDR on.

It's UE4 Auto-Exposure feature in strong effect. They need to actually get pull that out as that's not how car interiors work in the daylight, it's completely wrong and unnatural to have it applied so strongly there.
We cannot disable it outright as you can in some other UE4 games using r.EyeAdapationQuality=0 because that breaks the rendering all over in WRC, even in the menus. Even if it did work on PC, it still doesn't help consoles. So they either have to do the work to disable it outright, or go in and reconfigure every single location's auto-exposure settings so the interior views more closely match the exterior cameras exposure and brightness and colors. It's messed up everywhere, in every single car, in every single location, not just the few locations they claimed to tweak.
One would think it would be a lot easier to get rid of it outright, but perhaps not with how funky they have everything set up. There might be guides out there that can help. Here's one for example.
