Summarize your bug Livery editor and liveries on cars in poor state, stretching of textures over cars, unable to edit or remove them, color editing is incredibly sluggish and decals are bugged
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? It was reported on the bug report early on during the games release, but the issues are persisting and there was a couple issues that I didn't see pop up. These exist on a GTX1060 GPU
What happens when the bug occurs? Any time you try to create a livery
What do you expect to see? Stretches in decals on car, sluggish color options, borderline unusable decal editor due to decals placed on incorrect regions and stretched bizarrely

Stretching textures that vary in levels of coverage on the car, sometimes a single stripe, other times coating the bumper, bonnet, sides and back with various smears and stretches.

Color editing is incredibly sluggish, with no way to quickly navigate the bar outside of ticking it up single points at a time, usually at only one or two ticks a second. With three bars to arrange, this can make selecting a single color take several minutes at a time, which whilst not preventing the player from doing so, is abhorrently tedious for even the standard of paints.

Adding decals is also incredibly bugged, being very slow to load a decal onto a car, and almost universally being incorrect when it does so. Decals often appear on the incorrect parts of the car or stretch and tear over the full car itself, and the ability to modify the decal to sort it is incredibly slow beyond consideration that it's hard to see if there's any effect actually happening when you try to do so. It's wholly unusable in this current state. I have attached a screenshot of a white circle decal added to the bonnet of the car, with zero edits done to its size, position or dimensions, where it quite clearly is coating every part of the car, besides, bizarrely, the bonnet.

Additionally, though it isn't a bug in itself, an option to mirror decals from the left to right of a vehicle would be an excellent QoL feature.
