Oceania - rain increases the grip of the gravel

I tested this again today on the PS5 in “Fast game” mode. The problem is also there during time trials. (Tested with Rally1 and Rally2 cars.)
Wet gravel has a higher grip level, comparable to asphalt. This bug existed before and has been patched. But now the bug is back and should be fixed again. All times driven in Oceania in wet conditions should be deleted.
