Unusually poor performance in vr on lowest settings

My setup: quest 2, i5 12400, rtx 3070

The game is constantly stuttering and running at a low framerate. I've tried many different oculus app resolutions, lowest/mixed graphics settings in-game, restarted my pc, and cleared the cache. All of my other vr games run just fine even at max render resolution and high settings, this seems to be a wrc issue. I launch the game through quest link with a good link cable, and I don't use any settings that would cause instability or unusual performance issues.
