I cannot equip tier 2 Horizon prestige skin

Horizon prestige skin Tier 2 cannot be equipped, I click on it and when I go back to legend locker or to the lobby I have the tier 1. When I go back to the skin I see that the Tier 2 is not equipped. (I was not able to add the video, but you can see from the pictures and also testing it properly).
