infinite loading screen

platform: pc
launcher: steam

here's what ive done to try and resolve this issue:

reinstall game
restart pc
update graphics drivers
clear steam download cache
verify integrity of files
unplug usb's from my computer
im online on steam 

this bug is extremely frustrating and makes the game unplayable. It has been here for years per reddit and hasnt been fixed.
