Legend Re-locked After Unlocking with Legend Tokens

Unlocked Conduit a few weeks ago using legend tokens. When I logged in today (July 12th) Conduit is locked again. I do not have enough legend tokens to try and purchase the legend again. I can see the stats from using the character when looking at the badges and trackers.
