Not Loading Into Matches

I queue ranked with a friend, I dont load into that lobby and he doesnt get a 3rd teammate. Im left in the lobby till the game is over then receive a ranked penalty for not even being in the game. Hasn't this been in the game for years? Why dont we have a fully functioning base game at this point?
