Octane Heirloom skin not equipping 2nd level

I just recently unlocked the 2nd level of Octane's prestige skin and I can't equip it. In the selection screen it shows as unlocked but as soon as I back out of the screen it unequips it. Restarted game and client no difference. I would like to use the 2nd level of the skin I paid for.
