Server Lag

I've been playing ranked for a long time, but never in my life have the servers been this bad. Whenever i queue into a pred ranked lobby, the server starts tweaking and starts moving in slowmotion. i never have this issue in diamond or lower lobbies. my internet is not the issue. My ping and everything is normal. It is purely the server
