Asian exploitation of regions

There is a huge spike in Asian names (easily recognizable) appearing in US west servers who have high pings that they exploit for a higher K/D ratio.  There needs to be some sort of way to keep players in their own region or cap high pings on servers.  Been playing since BF 3 and a huge fan yet this exploitation of high pings been getting out of hand now.  FIX THIS!!! 1 out of 10 games I get a legitimate experience, the rest is finding servers without an Asian name exploiting the high pings for better K/D ratios that somehow lags the entire server.  Massive difference with their high pings, which typically would cause a  disadvantage for them yet somehow they gain an advantage with an high ping and cause other players to lag.
