Bullet Decals Impacts Game Performance

Description: Repeatedly shooting the bullet resistant glass in the firing range leads to game performance dropping.

Repro steps:

1. Navigate to the weapon loadouts menu then load into firing range.
2. Shoot bullet resistant glass repeatdely. 
3. Walk over to the bullet resistant glass.
4. Observe loss in performance - frame rate drop, GPU utilisation approaches 100%
