CPU clock speeds forced to 1ghz on BF6 launch after force quit

On fresh restart Battlefield 6 will behave normally, CPU clock speeds sustain their frequency of 4.5ghz+ and game plays normally. CPU utilization is normal and gameplay is smooth. After closing BF6 via Task Manager or ALT+F4, launching it again will cause the CPU clock speeds to drop to 1ghz causing the whole system to become slow and unresponsive, gameplay becomes "slow motion" and unplayable. Closing BF6 immediately fixes the issue and clock speeds return to normal. Tested multiple games and only BF6 shows this behavior. Restarting the system is the only way to return the game to normal performance.
Temperatures are fine and never approach thermal throttle, and only BF6 is effected. Closing BF6 and immediately launching a different game has no ill effect and CPU clocks remain normal.
