Day 26: Vehicles in hardcore are still broken

Vehicles are still (since 2042) missing all of their gunner sights in hardcore 

The vehicle spawns fix was never applied to hardcore/portal. Attack helicopters never spawn for NATO on any map. Transport helicopter never spawns for NATO on sobek city. Tank never spawns for attackers on siege of Cairo.
