Deploy Beacon unlock is BUGGED! It does not unlock!

All requirements to unlock the Deploy Beacon have been completed, but the beacon is LOCKED!

I'm level 34 on xbox and have completed the Assault 1 challenge. Assault 2 is Unlocked, but the Deploy Beacon needed for the challenge is locked, which it should not be. Theres no level requirement, just that you have to complete Assault 1. 

Here's what I've tried, based on responses from MANY others that are experiencing this progression blocker:

Restarting does not resolve the issue. Power off and on doesn't unlock it.

Waiting a full day does not resolve the issue.

 Tracking and Untracking the challenge does not unlock it.

Tracking and Untracking then Restarting does not unlock it.

Burning incense and summoning the power of my ancestors who died in combat did not unlock either.
