FPS Issues - Intel CPUs

Intel CPUs seem to have this issue where the CPU FPS experiences large drops on intervals, leading to stutter and microlag.

It seems like this is an issue relating to Hyper-Threading, where the game incorrectly detects the number of CPU cores. A solution that was proposed here (which involves the creation of a user.cfg file with the number of efficient cores specified) did not work as a solution in this case.

A temporary fix was found to disable Hyper-Threading in the BIOS and to create the user.cfg afterwards. Although this solution does look like it prevents the FPS drops, this naturally leads to worse general performance and a reduction in the number of logical processors.

My intention with this post is to give awareness for this issue, and to give rise to a temporal solution.
