Full party not queuing into match

The issue has been happening for over a month with crossplay between a PlayStation user & Xbox user. Xbox user often not queued into the lobby even though remaining in the party. Have tried quitting app, restarting, & issue still persists. Issue has even happened during matchmaking queue to next match. Xbox user kicked to menu while others in party move to next match.
