Confirming I have this issue as well.
Have the weapon and unlocked attachments, but unable to equip attachments.

This is a misunderstanding.
The Huntsman version cannot be edited. That is why it already has some attachments.
You need to unlock the Factory version at rank level 20 and make edits to that one. I can confirm this.
This is the correct answer. The whole "pre-built" weapons and customisation is too confusing. It would not be it it were explained somewhere.
