Matchmaking keeps putting me in empty games

I'm playing in a fairly populated region, yet its a gamble every time I queue whether I'll get a full game. Usually it's 8 players and the rest bots.

One thing I've noticed is that it never takes more than 3 seconds to find a game, then it places me in an empty match. I'm wondering if this is a bug? I didn't notice it before season 1.

And on the occasion that it fills up by the end, the game finishes and it's back to square one. This is incredibly frustrating. And I'm certain anyone else having this issue isn't playing as much as they'd like to currently. 

Can we get some word from dice that we are not going crazy? That there's an issue here?
