This is a problem in South Africa as well.
We've tested this and had multiple people queue at the same time. All of which were placed in different servers, that filled up with bots instead of one single server. Players are all based in the same city (Johannesburg) but were placed in empty servers across Johannesburg and Cape Town.
This doesn't make sense and as a trending topic online, there's been no communication from the Devs that this is being looked at. It's unacceptable to charge a premium price for a game just to play against AI. The match making algorithm needs to be adjusted.
That's exactly why I posted about this issue, cause I have been seeing that many people from different regions face the same issue, Asia, New Zealand, and now South Africa.
I really hope they fix this in the next update tomorrow.
