No respawn after loadout change while being downed

After getting shot and going down to have someone revive me if I try to change my loadout it will not let me respawn after that. As long as I don't try to change my loadout I can respawn, problem is ...

I've experienced this since the release. It will show your loadout at the bottom of the screen, and you can't do anything. It's like the game glitches when you try to change your loadout and get revived. All you can do is wait for someone to kill you.
