Performance issues in game

I am having performance issues in game. In the menu I am getting over 200 fps and my GPU is at 97% load but once I join a game I am getting as low as 50 FPS and GPU is only at 30% load or even lower. I have a 5080 and am running it at 14440p. I should be getting over 100 surely? My friend is getting over 100 fps on the same resolution with a 3070. I have checked all of my graphic settings and noting seems off. DLSS is in ultra performance and that does not improve anything. Even if I turn frame gen on it does not improve fps at all. My driver is updated to the latest release. I did not have this issue during the BETA.  I don't think its a memory leak like others are having because it does not get worse its just always bad.  I have also noticed some minor hitches or lag for just a second. I just don't understand how the game will load my GPU more in menu than in game.
