Since the release of Season two, when a new attachment is unlocked for a weapon and the "new" badges are acknowledged the orange badge stays present without fail. I have ensured everything has been cleared. Even going through camo's, charms, and stickers. Nothing clears the badge. This makes it hard to tell if something was actually unlocked or not without going in to check.
I usually need to restart the game to clear the dots, as it doesn't seem to register that I've checked whatever I've unlocked. It's been happening since season 1 for me, though. There also seem to be some cosmetics that aren't immediately visible or you need to switch between Nato and Pax to see them.
I'm hoping that Dice will eventually add a clear all button or let us turn off the notifications entirely.
I too have had this issue since S2 release.

Restarting the game is no longer working. The orange dots now remain. So annoying!
