I think all challenges related to redeploying teammates have been bugged. Redeploying teammates from redeploy towers noticeably does not give you the "Redeployed Teammate" xp notification, only when you use the mobile redeploy beacon. Using the mobile redeploy beacon does count toward challenges requiring you to redeploy a teammate.
