AI cars are very slow after using a flashback

Sometimes, specifically in Azerbaijan, all the AI's cars are slowed down to a pace of around 0 AI, even though I'm running a difficulty of about 95. It happens after I use a flashback, and there is no workaround once it is initiated. I was running at a fraction of what I could just to make it more difficult, and you could even spin out and catch back up in a sector.
