The Gamma Adjustment setting is locked, so I can’t change my brightness and the game is basically unplayable because of how bright it is.
Anybody got this issue?

It's a known issue that's currently being investigated.

Until they release a patch to fix it the workaround is to disable HDR. I believe you can re-enable HDR after you make the changes, you just can't change it while HDR is active.
