Communicating With Online Services

I have this problem since DLC came out. Nothing is fixed. Patch didnt do sht. I had f125 and last year i had 0 issue about this. Yes im using wired internet connection. Yes i have 1000-1000 fiber internet. Yes i tried to re-install. Yes i verified files. They said our intelligent team find the solution and we are going to patch it. Didnt happen. Problem problem problem. I accept defeat. Can u help me to refund? Ive been trying to fix the game for almost 4 hours and steam doesnt accept refund. TY
