Engine durability upgrade bug???

In Career, after the first season, I have 8 of the 9 durability upgrades for each engine component. I have all the upgrades from the manufacturer. I'm only missing one upgrade for each engine component. The turbocharger is 70.3% upgraded, and the other components are 53.5%. Is this a bug? Shouldn't it be 70.3% across the board?
