big bug, game not starting. install via steam, not starting

without internet connection it works but when I try to open the options menu then it crashes. Main Menu and Ingame!!!
I saw someone mention on other forums that if you want to use offline mode, you must first open the game with an internet connection. Now, even the first time you can't run it, so is offline mode also not available?
