It's true that there are no more performance modes. We have standard and lean. If we use standard mode in qualifying and the race, why is it possible to use lean mode in the game in some situations (described above)? (I'm not talking about training, because you can do that there)

You can change to lean on the out lap because the game knows it won't be used as a valid lap for qualifying as you just left the pits. The setting remains locked after completing the qualifying lap because there's no way for the game to know whether you are doing a cooldown lap or another qualifying lap.
In similar fashion the formation lap isn't officially part of the race so lean remains unlocked if you want to save as much fuel as possible for the start of the race.
If the fuel mode is unlocked in the pitlane or after the safety car comes back in that would probably be a bug.
