MyTeam Level 4 Upgrades Not Available

Research overview shows that all departments have not been completed(F1 1.png), yet when you open the individual research departments such as aero(F1 2.png) some show as being fully researched, even before having Aero Breakthrough research(F1 3.png). Not sure what's going on here but it definitely seems fishy. I did complete the level 4 chassis breakthrough and no more parts became available for research. Yet it shows in the overview that only 20/23 have been researched(F1 1.png) while in the department it shows 23/23(F1 4.png).
