Performance Struggling Outside of Fullscreen Display Mode

No matter which settings I turn on/off or how low i set fidelity settings, I am receiving constant stuttering/frame drops. Doesn't matter if GPU usage is at 30% or 95% the same thing is observed. The only thing that seems to fix it is running on Fullscreen mode which creates screen tearing that is fixed with VSync. I would prefer to run on Windowed Fullscreen.
