SOLVED:
Apparently, a known issue back in F1 22 was that BitDefender was blocking Thrustmaster inputs. I never had the problem in F1 24, so looks like it's creeped back in. I had to go to the Advanced Threat Detection and add an exception for F1_25.exe. Now everything works great.
