Unable to Develop Upgrade + Game Unresponsive when under Assign Upgrades screen

I'm at around the Year 3 mark of my career. I need to develop specifically the ICU failure analysis and MGU-H Failure analysis. However, when I try to develop the upgrade it selects the option, but stays on that menu and won't proceed with the development. I'm able to move the controller around again after but no matter which option I select it won't move forward and develop the part. I’ve already developed one of each

Additionally, when I check the Assign Upgrades tab, whenever I press B to back out of the menu the game apparently soft locks and won't let me do anything after. Unable to move anything or back out of the menu. I'm forced to hard reset the game after.
