Can confirm this on PS5. I'm playing on 80 AI difficulty, and while I've managed to win most of the races in My Team and win the championship, Verstappen is a beast. I think he should be "nerfed" because he is way faster than any of the other drivers. In Qatar, he was the only one on a 2 stop strategy in a 50% race, and he still managed to win. And since Red Bull / Verstappen is not the dominant one this year, a nerf should be the right move.
