When I select “Use Squad Builder”, select “Ignore Position”, filter on “OVR Range” e.g. Max 83, and leave all other settings and sliders on default, it will often return no players available despite there being several players available in my team at that level.
I have logged out and in again and restarted the app but no difference.
I’ve observed this most recently using the 84+ TOTW Upgrade SBC.

I am facing the exact same issue in same SBC since last few weeks. I am using Android. Previously it worked well, but now when I try to filter player with rating 83, it returns player with 82 rating most of the times, though I have too many players with rating 83.
When I try in-game, it is working fine. But, the issue is only with the companion app. App version: v25.7.0.8275
2 weeks have passed since the OP first posted the problem. But, I can't see any response here. EA, please check this out.
I can confirm, this is not only about the mobile app.
If I try the same thing in the PC via "FUT web app" web interface, the behavior is same.
In other SBCs, filter is working.
But, the problem is found in 84+ TOTW Upgrade SBC.

I have the same issue, what I do is back out of squad builder and instead do add player. Then reset all filters and set max overall to a number slightly higher than the rating of the missing players. Then, search, and hit next repeatedly until the screen is temporarily frozen. When it unfreezes, you should be able to go hit back until you reach the beginning and all of your players should be available. Then you can go back to squad builder and it should work. If that doesn't work, then go to the club section and do the same thing. It works for me as long as I don't open too many packs between. It is not fix, but it should help. All the best to you both!
