Sorry for the confusion: the file path for "buttonDataSetupV1.ini" is:
C:\Users\thanh\AppData\Local\EA SPORTS FC 25
I can edit or delete this file. However, when I launch the game and remap the keyboard controls (and save them), the new key mappings are not applied in-game. After quitting and restarting the game, when I check the buttonDataSetupV1.ini file again, it remains unchanged.
I was able to play in Kick Off Mode by adjusting controls in the team selection screen (image 1), but in Manager Mode the custom key mappings still do not work (image 2)

Does the folder and file have read and write permissions luudanbp?
File may have it but folder may not for example.

Yes! Both the folder and the file have full permissions. I also tried editing the "buttonDataSetupV1.ini" file with Notepad and saved it - when reopening the file, my changes were still there. However, the file always reverts back to its original state once I launch the game again.
