Manager Career Mode - Transfer notifications don't show automatically

How often does the bug occur? Always if you start with the first transfer window disabled
Steps: How can we find the bug ourselves? Start a manager career mode and in the Transfer options select the "Disable First Window" option.
What happens when the bug occurs? Whenever you receive a transfer proposal from AI you will not be notified, which will make you miss transfer opportunities if you do not manually check whether you have received a transfer offer.
What should be happening instead? Regardless of the option selected in "Transfer" on the manager career mode configuration screen, the player should ALWAYS be notified when they receive a new transfer proposal.
