Not being able to change to substitutes, identical players in the team

Season games, Playstation 5. The game does not allow me to substitute any players. I have 2  Identical Forwards.  it happened once before when I think the server was transferring a loaned Player out of the squad, But this time I did not have that player in the squad. 

Additional info that might help: the other team has 2 players kicked out of the game.
