Unable to pause to make subs in Rival game

Using Nintendo switch.

played rival game. No pauses by opponent or me during the first half.  During second half I wanted to sub so hit the pause/start button.  Game does nothing and I tried multiple times even during throw ins and corner kicks.  Nothing happens.  Opponent finally pauses the game near 80min and I was able to use the menu and sub like normal.

was too late for my subs.  Only happened to me 2 or 3 games randomly.  I always just restart the switch if it happens.
