Contract extension setting changes when you change clubs in manager career mode

I have the contract extension setting set to lenient in my manager career mode.

In this career mode I have moved to a new club and now can only negotiate new contracts with players when they approach me (as if the contract extension setting was now back on normal). 

When I check settings the contract extension setting is still set to lenient but the game is not behaving as such. 

I have tested in a couple of other manager careers modes and whenever you change clubs this happens.
