How the hell does a guy with stats like this win the Ballon d'Or?

Image (Fig1) is the sad news. Image (Fig2) shows HAALAND's performance last year. Image (Fig3) shows TAKUTO's performance last year. Image (Fig4) shows TAKUTO's performance at the time of the news...

Just like with FC25, I found that even if a player had the achievements to win the Ballon d'Or in the year they transferred, they were automatically excluded from consideration.
If they hadn't transferred, they would have won the Ballon d'Or based on the number of goals they scored each year.
Why is a bug that was fixed in the previous version back?
Isn't it the developer's job to verify that previously occurring bugs no longer exist?
