On-Screen Pause in Gameplay Stuck On

After the last patch, the "On-Screen Pause in Gameplay" button has been turned ON and the setting in Accessibility to disable it does not exist.  This is on Xbox Series X.  I've rebooted the Xbox and restarted the app, I've looked at settings both in-game and in the main menu.
