Tactical foul (R1 + X) not working properly

I have been on the losing end of counters multiple times now where I use the tactical foul function. My defender is very close to the opponent player and I try to use the command and the game ignores my input. I'm not sure if it's a console issue in general I do feel a delay with commands a lot, or even a malfunction of many commands - like when I decide to shoot first time with power and somehow the ball just trickles away. However I've noticed specifically tactical fouling being a major responsive issue.
