Transfer Requested Players can't be sold

I have Lamine Yamal wanting to leave due to being homesick. Unfortunately each time an offer comes through it is a swap deal and I get told the assistant manager is overseeing the deal so I am unable to accept, refuse or negotiate the deal. After a week I get an email from the other club saying they have withdrawn their offer because I never responded to it. How can I sell a player that wants to leave if I am unable to accept or negotiate a sale for them?
