Maybe the wrong terminology, but when I tried to hire a new coach in Franchise Mode, I ran into issues. When I tried to interview the coach, it brought up a blank screen. I was unable to get the A, B, X, Y buttons to operate. I could move the joysticks and could hear something responding to it (much like the menu swish noise) but was unable to press A or B to exit, forcing me to close my game and restart.

I have also experienced this same game crashing bug. And I also found out that I can't hire coaches or scouts during the first summer period when starting a new franchise mode with an expansion team.

Hi there. We're currently looking into this. It sounds like you've found away around it though. Entering the interview without opening the coach info card should let you into the interview as well. Can you try that and let me know if it works or not? This might be what you're doing already. I just don't play FM so not sure if what I'm suggesting is the same as what you mentioned in your update.
Update: if I back out of the Hire Staff window to get back to the Franchise Mode regular UI, then re-enter the Hire Staff UI, I can interview a coach without issue.
I have reproduced this bug and I believe I have a fairly minimal steps to reproduce in my save.
In this video, I start the game, load a Franchise Mode save, then attempt to interview a coach without any intervening steps.
