Black Screen after step one of spots 101 mission

After completing step one of the Spots 101 mission it gets stuck on a black screen .Been having this issue even after restarting the game multiple times and have uninstalled and reinstalled the game ...

The same thing happened to me when I joined a group and started the game, it didn't fix it and uninstalling it didn't fix it either. I can't play anymore. I only hear the city but the screen is black.
