Can't access Legacy Seasons

From what I understand, you're supposed to be able to access legacy seasons so long as you were there for them. However, I cannot access the Season 1 pass despite having done stuff during it, and having several items from the pass. I still have things to unlock, and would like to be able to continue working on that, but can't due to this.
