Fast travel Point not activating

Had this issue for a while now. “The Mile seaside” fast travel bus stop location won’t activate, despite of course telling me I can activate it in person. Upon visiting I hold in Y (Xbox), and I hear a sound almost as if it’s activating. But then.. doesn’t. 

I’m pretty far into the game now. But it would be nice for this spot to work. Attached pictures of the location.
